The Roosevelt Reservoir has been decommissioned since 2013 as the City’s public utilities department studies whether it is needed for emergency use. . The 7-acre site is a significant, central public space that remains under-utilized, surrounded by chain-link fence. Proposed is a new soccer complex for the City of Seattle with 4 fields. The bowl of the reservoir creates a natural viewing bowl for the fields, which over time could be improved with grandstands. The sunken bowl would also reduce the impact of field lights. The perimeter of the park would provide parking for the fields and trails for spectators, neighbors and parents. This would transform an un-occupiable wasted public space into a public asset for the city and the region.
